I responded to your problem ticket, and will also respond here for a broader audience.
The RBM Adder notebook is not yet available to customers in Leap, only to users with custom contracts with D-Wave. Orang is an internal library which is available if the Jupyterhub notebook is run remotely but is not available to users - so the RBM Adder example can't be run locally. We will update the notebooks to use the Ocean tools so that the RBM Adder example will eventually be available. I do not currently have an expected release date.
