New Tool: QuboAuditor for diagnosing "Rugged" Landscapes and Penalty Dominance

Hi everyone, I’ve developed a diagnostic tool called QuboAuditor to help analyze QUBO formulations before sending them to the sampler.

It calculates the Roughness Index $r(Q)$ and the Penalty Dominance Ratio (PDR) using a 10-seed reproducibility protocol to identify if a problem is fundamentally difficult to solve or just poorly tuned.
