QUBO formulation for organizational conflict optimization — anyone explored this?

I'm a management consultant and conflict resolution specialist researching quantum optimization for organizational systems.
My hypothesis: conflict resolution is fundamentally a combinatorial optimization problem. Given n conflict parties, m competing interests, and k interdependent intervention options, the solution space grows exponentially — making exact classical optimization infeasible beyond a certain organizational complexity.
I'm developing PAKIES Intelligence Platform, which uses neuropsychological markers (pronoun shift, absolutism scores, Gottman escalation predictors) to predict conflict escalation via ML. The next research step: evaluating whether quantum annealing via QUBO formulation can optimize intervention strategies more effectively than classical heuristics.
Two concrete questions for the community:
1. Has anyone explored QUBO formulations for social or organizational optimization problems — particularly where variables represent intervention choices and constraints represent party relationships?
2. Are there existing notebooks or papers on applying D-Wave annealing to multi-stakeholder decision problems?
